"In this regard, the Azerbaijani side in the letter addressed to the ODIHR stated that it is acceptable to appoint 6 long-term and 125 short-term observers in accordance with the country's population and 125 constituencies and recommended to review the NAM’s report. As a result, the ODIHR, without making clear the criteria and methodology of determining the ration between the country's population, 125 constituencies and the number of observers, rejected the proposal for consultation on its controversial recommendations, and under the influence of certain circles it was made a unilateral decision not to send an observation mission for the parliamentary election in Azerbaijan, which is contrary to the mandate of the OSCE/ODIHR. ODIHR has no authority to take such a decision unilaterally. This institution, in accordance with its mandate, should assist member states in organizing elections," the Ministry's official stated.
The ODIHR demonstrated a non-constructive position on the Azerbaijani side’s proposal to solve the issue through constructive consultations at the Permanent Council with the involvement of Serbia, the OSCEChairmanship-in-Office, as well as to send not an observation mission but a technical expert group to the election, said the ministry.
The ODIHR and some other circles have no ground to express any opinion about Azerbaijan’s Nov. 1 parliamentary election, taking into account the violation of mandate by those structures and their unprofessional behavior, said the statement.
The Azerbaijani people participated in the election expressing their voting rights and will freely.
The results and legitimacy of the election are determined the will of the Azerbaijani voters, their votes and a voter turnout, said the statement.

It was organized professionally and at a high technical level.
