No Armenian army - no snipers- Azerbaijani FM

Azerbaijani FM Elmar Mammadyarov communicates a response to the proposal of Russian President Dmitriy Medvedev on Karabakh during his visit to Moscow.

According to Russia 24 TV channel, the statement came from Russian FM Sergey Lavrov during the joint news conference in Moscow with the Azerbaijani FM.

'Russia helps the conflict parties search solution together with the United States and France within the framework of OSCE', Lavrov said.

The Azerbaijani FM believes that not everything depends on Azerbaijan in negotiation process.

According to Elmar Mammadyarov, there is a need to wait for Armenia’s response to those proposals.

'But we believe that there is a progress in negotiations and we are constantly moving to the limit when everything understands that the current situation is not satisfactory to anyone, including our neighbors', Mammadyarov said.

Also according to Russia 24 TV channel, Azerbaijani FM Elmar Mammadyarov and his Russian counterpart Sergey Lavrov exchanged diplomas about ratification of the agreement on state border between Russia and Azerbaijan.

'We stated high development rate in all spheres which is initiated by the presidents of the two countries', Lavrov said during the joint news conference.

According to Lavrov, the border agreement came in effect together with the agreement on water resources of the Samur river.

'The signed agreements create favorable conditions for our regional cooperation in all spheres', Lavrov said.

Official Baku considers the Kazan meeting of the president of Azerbaijan, Armenia and Russia in June ‘a step forward to peaceful settlement of the Armenian-Azerbaijani conflict over Nagorno Karabakh.

According to Russia 24 TV channel, the statement came from Azerbaijani FM Elmar Mammadyarov during the joint news conference with Russian FM Sergey Lavrov on Monday.

'We believe that the meeting in Kazan is a step forward since even if we take into account the fact that the discussion lasted for more than four hours and almost proceeded in the clearest tones on the issues where no breakthrough has been attained, reconciliation is felt on some issues', he said.

Mammadyarov noted that despite all, there is a need to start discussion and development of a peace agreement on Nagorno Karabakh conflict.

'We consider that we must further continue negotiations on the uncoordinated issues without any demagogy or hysteria. Additionally, in my interview with Interfax, I offered that even if we fail to agree, being aware that the principles discussed now are a political document rather than a legally binding document, and therefore, in order not to do senseless things we have to start discussing a legally binding document, which is a peace deal. Because we are all aware that the issues we have not managed to coordinate, must be reflected in the peace agreement', the Azerbaijani FM said.

He said it is high time for this.

'We can even initiate discussions and even the development of the peace agreement which will show the good political will of that we are moving forward. And it will be a very serious signal even in terms of the acts like child murder, including by a sniper. Snipers appeared on the contact line not at random-they appeared there because opposite is the Armenian army. No Armenian army-no snipers. We need to view it just the other way round.

Snipers are a result not the main point. The main point is the occupied lands. And therefore, to move forward, we say let’s do, at least, let’s call it a goodwill gesture, let’s start discussing of a peace agreement. It will be already a serious sign that we are moving to the final stage of negotiations', Mammadyarov said.
