Finally, the Parliamentary Assembly of Council of Europe assessed the Azerbaijani parliamentary elections held on November 1 as normal, Mazahir Panahov, the chairman of Azerbaijan’s Central Election Commission, told reporters on Monday.
According to Mazahir Panahov there might be some flaws in the election process.
"For 15 years, we have been telling observers that they should say what they observe. PACE is a very serious institution and people represented in the mission are reputable persons. Therefore, the assessment of the PACE election observation mission is of great importance," he added.
