"Ladies and gentlemen!
Dear guests, dear friends!
I would like to give a hearty welcome to all of you. The Second Baku International Humanitarian Forum kicks off today. All the guests in the forum are our dear guests. I am very happy that over the period after the first forum we have managed to further strengthen these positive tendencies. In fact, the organization of the Second Forum means that the first forum was held very successfully. I am confident that the third, the fourth, the fifth forums will be held further and this wonderful tradition is already being created.
There is really a great need for that, since the results of the first forum, the adopted decisions, the declaration, in fact, reflect our common views on the future. These views is that we have to strive to unite nations. We need to seek to strengthen tendencies of mutual understanding, avert confrontations on the religious and national ground. On the contrary, the cooperation tendencies must further be strengthened. I do hope that the results of the second forum will be positive,. Thus, a new format related to humanitarian issues appears on the world scale.
There is no illiteracy in Azerbaijan, intellectual elite is formed and science and education are developing at a high pace. Education is a factor that leads any society forward. Intellectual potential today and especially in the future will define the development of any country. There are countries that have rich natural resources. But due to low intellectual level these countries will not be able to attain stable development. Therefore, we in Azerbaijan have developed the programs on transformation of our natural resources, primarily into intellectual potential and the principle we have once declared - 'to turn 'black gold' into human capital' is already working. Young, talented intellectuals form in Azerbaijan. We see that when there is a modern approach, development is observed along with tendencies for progress.
The countries with high level of education rarely face the negative events and the fight is held in a civilized way. Today we see the cases of discontent in many parts of the world. We should strive for cultural, civilized way of fight at least in Azerbaijan. Sometimes this discontent leads to confrontations, wars and bloodshed. It is peaceful where the level of education is high. We need this and the region needs this because we live not on the island, we live in this region. Though everything in Azerbaijan is developing in a positive direction including in economic sphere, in the sphere of political reforms, in humanitarian sphere, again we live in this region and the problems of these regions are very important for us. We need to strive to avert negative tendencies and direct any waves of protest into a civilian way. I am aware that education will become one of the issues of the forum and this sphere must certainly be paid special attention.
Azerbaijan is a comparatively young independent state. Our independence is just 21. But Azerbaijan is a country with a rich cultural heritage. Our country is protected in the duly manner by the state and international organizations. Though we lived within other countries for many years, we again managed to preserve our national features, did not lose out national identity and our culture is the main provision for that".
