OSCE announces the result of Trial Monitoring Programme about Azerbaijan
OSCE announced the result of Trial Monitoring Programme about Azerbaijan, which was conducted from March through December 2009. As SIA reports according to the information placed in the web-site of OSCE the Programme was conducted for the Office by an Azerbaijani NGO "Tender Monitoring Centre", as the Office’s implementing partner, under the direction of Mr. Alovsat Aliyev and Ms. Aynur Jafarova, and the OSCE’s trial monitoring team, including Ms. Gumral Aslanova and Messrs. Jan Morten Olsen, Kamran Baghirov and Rolf Merckoll, under the supervision of Ms. Monica Martinez. All of them provided daily guidance and specialized training, in accordance with OSCE standards, to the 16 trial observers selected by the Office to gather the information through monitoring of court proceedings.
The Office is also grateful to the international experts Mr. Mark Lasser and Ms. Nadejda Hriptievschi, whoreviewed and edited this report. Mr. Lasser was also involved in the specialized training for trial observers which took place in March 2009.
The Office welcomes the constructive and cooperative contributions to this Trial Monitoring Programme by the Government of Azerbaijan and expresses its appreciation to the Azerbaijani authorities upon whom the project is dependent for its success. In particular, we would like to extend special thanks and acknowledgement to Mr. Azer Jafarov of the Ministry of Justice, Mr. Javid Huseynov of the Judicial LegalCouncil, Mr. Ilgar Jafarov within the Prosecution Office and Mr. Azer Taghiyev of the Bar Association. The Office looks very much forward to working closely with them in the implementation of the recommendations included in this report.
Further, the Office stands ready to continue supporting the Government, legal professionals and civil society in further strengthening the rule of law and the respect for human rights in Azerbaijan.
Finally, the Office is particularly grateful to the Governments of Finland, Germany and Norway, which made the implementation of this Programme possible, thanks to their generous extra-budgetary contributions.
