"There are 1,200,000 refugees and IDPs, but not a million in Azerbaijan," Deputy Prime Minister, Chairman of the State Committee for Work with Refugees and IDPs Ali Hasanov told journalists, SIA reports.
Ali Hasanov noted that one million was statistics of 1992-93 and the number of refuges and IDPs increases according to the natural growth rate of population of the country about 100:1 over the last twenty years: "This number reached 1,200,000 by increasing 10,000 every year. 1,200,000 out of more than 9,000,000 populations are refugees and IDPs. That is, if one out of every 135 people is a refugee in the world, but it is in every 8th in Azerbaijan. Our problem is most painful."
Hasanov said that the Nagorno Karabakh conflict of Azerbaijan differs from other conflicts in the world: "There is a similarity between our conflict and two or three conflicts of the world. Others are problems occurred within the countries. Ours is the conflict occurred as a result of one country’s aggression against another -Armenian aggression against Azerbaijan. Azerbaijani citizens have become refugees and internally displaced persons in their native lands."
The Deputy Prime Minister said that today Azerbaijan is able to completely secure its refugees and IDPs: "However, some international humanitarian organizations continue to cooperate with us. There are new organizations among them. The main point is that Azerbaijani President solves all problems himself. The only problem is to find a political solution to the conflict."
The Committee Chairman has also released the statistics on the social welfare of refugees and IDPs: "Today poverty line among IDPs is 15%, while it was 75% in 2003. Only in the last year, $1300 was spent on each of refugees and internally displaced persons. This is the highest figure in all conflict zones of the world. So much money isn’t spent on one person in any conflict zone of the world. The total costs are not included here. In general, costs of refugees and IDPs amounted to AZN 300 mln in the last year. AZN 600 mln is expected to be spent on them this year. $ 5.4 bln was spent on these people over the past 20 years."
