The three presidents held their tenth trilateral meeting in Sochi on Monday following which they issued a joint statement.
"The presidents stated that as a result of intensive negotiations
progress had been made in reaching agreement on the Basic Principles of a
Nagorno-Karabakh settlement.
"Taking into account the importance of moving on to draft a peace
agreement, the presidents of the Azerbaijan Republic and the Republic of
Armenia expressed readiness to speed up agreement on the Basic
Principles, taking into account work done to date," the statement says.
Ilham Aliyev and Serzh Sargsyan praised the mediation of Russia and the
other co-chairs of the OSCE Minsk Group - France and the USA - and
hoped they would continue to play an active role until a final
settlement is reached.
The statement is positive about the need for more public contacts between the two sides in order to build confidence.
"The presidents of the Azerbaijan Republic and the Republic of Armenia declared their readiness to enable the future establishment of dialogue between representatives of the intelligentsia of academic and public circles," the statement said.
The statement is also positive about another of the main issues on the Karabakh agenda, the creation of a mechanism to investigate violations of the ceasefire along the contact line separating Armenian and Azerbaijani troops, but reveals no details of the putative mechanism.
The three presidents " took note of a report by the co-chairmen on their work, done jointly with the special representative of the OSCE chairman-in-office, on a mechanism to conduct investigations along the ceasefire line and instructed that the work be continued", the statement said.
Lavrov on the talks
Commenting after the talks, Russian Foreign Minister Sergey Lavrov said the presidents had recognized the need to pull back from extreme positions.
"The sides registered mutual understanding that further progress - and this is evident - requires a step back from maximalist positions, and the Armenian and Azerbaijani presidents, with the support of Dmitriy Medvedev, expressed this," Lavrov told journalists after the meeting.
He said the three presidents had discussed "the full range of issues which remain unresolved in the draft Basic Principles of a Nagorno-Karabakh resolution".
The presidents "exchanged views on specific complex themes and the conclusion was drawn that the work should be continued".
"The participants in the meeting expressed readiness to speed up work on general principles in order to move, on their basis, to drafting a legally binding peace agreement," the Russian foreign minister said.
He said that as a mediator and one of the OSCE Minsk Group "troika" Russia "will continue efforts to bring the positions of the sides closer".
The Armenian and Azerbaijani presidents asked Russia to mediate in the establishment of humanitarian ties between the two countries, another issue raised in the presidents' statement after the meeting.
"Baku and Yerevan asked Russia to initiate such contacts," Lavrov said. "Dmitriy Medvedev of course agreed."
He said that Russia had always supported humanitarian ties.
The three presidents "expressed their conviction of the need for direct humanitarian, cultural, educational and other contacts between people", Lavrov continued.
They "recognize that such contacts play an important role in "restoring and reinforcing trust between Armenia and Azerbaijan and creating an atmosphere as conducive as possible to the adoption of political decisions".

"The presidents of the Azerbaijan Republic, the Republic of Armenia and the Russian Federation met in Sochi on 23 January 2012 at the invitation of the president of the Russian Federation and discussed the progress of, and prospects for, a settlement of the Nagorno-Karabakh conflict.
"The heads of the three states noted the large volume of work on a Nagorno-Karabakh conflict settlement done since their meeting of 2 November 2008, when the Moscow Declaration was adopted. The presidents stated that as a result of intensive negotiations progress had been made in reaching agreement on the Basic Principles of a Nagorno-Karabakh settlement.
"Taking into account the importance of moving on to draft a peace agreement, the presidents of the Azerbaijan Republic and the Republic of Armenia expressed readiness to speed up agreement on the Basic Principles, taking into account the work done to date.
"The two presidents highly appreciated the mediation work of the Russian Federation and other countries - the co-chairs of the OSCE Minsk Group - and expressed hope that Russia, the USA and France would continue their active role in a settlement right up to the confirmation of final peace and stability in the region.
"In the development of the provisions of the Joint Declaration made in Sochi on 5 March 2011, the presidents of the Azerbaijan Republic, the Republic of Armenia and the Russian Federation took note of a report by the co-chairmen on their work, done jointly with the special representative of the OSCE chairman-in-office, on a mechanism to conduct investigations along the ceasefire line and instructed that the work be continued.
"The presidents confirmed that one of the measures to increase confidence in the context of the Nagorno-Karabakh settlement was the development of humanitarian contacts between the sides.
