The State Commission of the Republic of Azerbaijan on Prisoners of War, Hostages and Missing People has issued a statement on the Azerbaijani citizens taken hostages by Armenia

SIA reports quoting the State Commission’s website that the fate of the Azerbaijani hostages is in the spotlight, all necessary measures are underway in this regard,.

In contrast to information disseminated by Armenian official bodies, the hostages are under the protection of the Geneva Convention dated August 12, 1949 and they should be treated within the international documents: "The Armenian Defense Ministry’s saying that "the detainees are not prisoners of war" is right. Therefore, those persons who grew up in Azerbaijan’s territories occupied by Armenian armed forces are civilians whose forefathers’ graves remained in those lands. The civilians should be treated in accordance with the Geneva Convention relative to the Protection of Civilian Persons in Time of War. It was clearly reflected in the fourth paragraph of the convention. This point was also brought to the attention of relevant international organizations".

The State Commission says the hostages have not violated any state borders as Armenian side claims, and they were in the UN-recognized territory of sovereign Azerbaijan.
