Azerbaijan had disagreement only on the issue of establishment of political parties by foreign citizens-Azerbaijani PA
Azerbaijan and the Venice Commission have a common opinion on the issue of state financing of political parties.
"The coincidence of our opinions is that state financing of political
parties is possible only if the latter take part in elections," Ali
Hasanov, Head of the President's Office's Public and Political
Department.
He noted that no principle discords occurred during examination of this matter with the Venice Commission.
"As for all principle issues, including creation and dissolution of
political parties, charters of political parties, inner-party relations,
and relations within party leadership and amongst party members,
criteria of political parties, our opinions, we can say, coincided. We
had disagreement only on the issue of establishment of political parties
in Azerbaijan by foreign citizens. In Europe, there are certain party
unions, which partake in some elections and in the elections of European
Parliament. Our position is that these European realities can not be
complied with the law on political parties in separate countries,"
Hasanov added.
He said they in Azerbaijan believe that only citizens of the country
should establish parties, go in for politics, and struggle for political
power. But the Venice Commission thinks citizens of neighboring
countries can establish and finance parties and take part in struggle
for power, the official said. "Of course, this is impossible," Hasanov
noted.
According to Hasanov, the bill on political parties will be submitted
for consideration to the Parliament in the nearest days. Once the bill
becomes the law, the Venice Commission will make its decision.
