New bill on protection of mugam music developed in Azerbaijan
The culture committee of the Azerbaijani Parliament met on Wednesday.

The culture committee chairman Nizami Jafarov said in his remarks to the meeting that autumn session of the parliament will develop several new bills and submit them to the parliament.

The autumn session will review bills on "Town-building and construction code", "On 2012 state budget of Azerbaijan Republic" and "Protection and development of mugam music in Azerbaijan."

The committee has also developed a new bill "On culture." The current law "On culture" adopted in mid 1990s fails to meet present requirements and cover developing culture and arts in the country.

The bill on "Protection and development of mugam music in Azerbaijan" was discussed in the presence of renowned culture and art figures at the meeting. Deputy chairman of the committee Rafael Huseynov said the law will determine place and legal status of mugam music in a system of public relations.

The law will address protection, teaching and popularization of Azerbaijani mugam, which is an integral part of cultural heritage of Azerbaijan.

The bill also envisages creation of Mugam Council, restoration of rare samples of mugam music, engraving the word ‘Azerbaijan’ on folk instruments and all other nuances related to mugam.

The bill was recommended to be brought for the parliament’s plenary meeting after the debates.
