He made the comments during a debate in Brussels organized by think-tank the Security & Defence Agenda.
"The life of even one young soldier is a very high price compared to what we could achieve through peaceful means," the minister said.
There are "enormous opportunities" for regional prosperity to be had from the conflict's resolution, he continued, and repeated that a diplomatic solution remains Azerbaijan’s best option.
In his address, Elmar Mammadyarov outlined the challenges and opportunities facing Azerbaijan on the 20th anniversary of its independence.
Noting strong economic growth in the region, he nonetheless acknowledged the need to strengthen democracy, the rule of law and fight corruption.
On Afghanistan, Mammadyarov avowed "a strong conviction" that the international community must continue to support the war-torn country beyond NATO’s 2014 pull-out.
