Belarus signs law against unfriendly countries

President of Belarus Alexander Lukashenko signed a law on the application of special restrictive measures.

The document was published today, July 20, on the National Legal Internet Portal, SIA refers to foreign media.

It is noted that special restrictive measures are understood as special measures of an economic nature and other measures that are not related to the use of force or the threat of force. They will be aimed at minimizing and eliminating the negative consequences of unfriendly actions of foreign states against Belarus, its citizens and organizations. Thus, they can be used against foreign states that commit unfriendly actions against the republic, its citizens and organizations, as well as persons from such foreign states and those associated with these countries.

The document notes that Belarusians and Belarusian organizations cannot be objects of special restrictive measures. At the same time, “discriminatory actions committed by a foreign state against the national interests and security of the republic, its sovereignty and territorial integrity, political and economic stability, rights, freedoms and legitimate interests of Belarusian citizens and organizations” are considered unfriendly.

In addition, the introduction of various sanctions restrictions against Belarus may also become a reason for the introduction of special restrictive measures by the country.

As special restrictive measures, Belarus will apply bans or restrictions on the import and sale in the republic of certain groups of goods produced by unfriendly countries, on the transit of certain groups of goods from unfriendly countries, on the import of works and services, on exports to unfriendly countries, on financial transactions, as well as on the use of the territory of Belarus, including airspace.

The piracy provision will remain in place until the end of 2024, the new law states. It does say that “remuneration” will have to be paid for the use of these materials. But these fees will be collected by the state, held for three years, and then absorbed into state budgets if it’s not “claimed” by the rights holder.
