CEC secretary: "Persons with disabilities will be able to freely exercise their right to vote on September 1"
"In the Milli Majlis elections to be held on September 1, appropriate conditions will be created for persons with disabilities to freely exercise their right to vote in the voting process," Mikayil Rahimov, secretary of the Central Election Commission (CEC), told Secki 2024 Independent Media Center.
He said that the participation of persons with disabilities in the voting process is ensured in accordance with the requirements of the Election Code.
"Article 17 of the Election Code states that electoral bodies must create all opportunities for voters with disabilities or other physical disabilities, who live in remote or inaccessible places, to participate in the elections. According to Article 104 of the Code, a voter with a disability who does not have the opportunity to write and fill in the ballot paper independently can call any person he wants to the room or cabin for help, except for the members of the precinct election commission and observers. In accordance with the requirements of the legislation, the right of persons with disabilities to be accompanied by the person they want during the voting process is ensured," he noted.
Rahimov said that ensuring the right to vote of persons with disabilities is a requirement of international law as well as the Election Code of Azerbaijan.
"The UN Convention on the Rights of Persons with Disabilities contains specific requirements for the participation of persons with disabilities in elections. This Convention imposed obligations on the participating states to ensure the voting rights of persons with disabilities. Azerbaijan, which joined this convention in 2008, fulfills all the requirements," Rahimov emphasized.
The secretary of the CEC also drew attention to the fact that appropriate steps have been taken to facilitate the participation of persons with disabilities in the voting process:
"One of these steps is the installation of ramps in polling stations to ensure the movement of people using wheelchairs. The Central Election Commission carries out the installation of ramps together with the Ministry of Labor and Social Protection of the Population. The CEC receives information about disabled persons who have the right to participate in the election from the National Election Commission and ensures the installation of ramps in the polling stations where they will vote," he said.
M. Rahimov noted that ballots are printed in braille for visually impaired voters. CEC closely cooperates with the Visually Impaired Society in order to ensure the voting rights of visually impaired voters.
"Braille printed ballots are given to all polling stations, in addition to the polling stations where visually impaired voters will vote," he said.
The secretary of the CEC also drew attention to the fact that people with hearing disabilities are educated about the voting process.
