State Oil Fund of the Republic of Azerbaijan (SOFAZ) is the 5th most transparent sovereign wealth fund (SWF) in the world, according to the study of Peterson Institute for International Economics, SOFAZ told SİA.
With a score of 92 out of 100 SOFAZ takes 5th position on the 2019 SWF scoreboard. Based on a think-tank study Norway Government Pension Fund–Global remains the most transparent fund with a score of 100. Note that The scoreboard is based on publicly available information—from fund websites, annual reports, and ministries of finance, and other public sources such as IMF reports.
Most of the information used in this scoreboard is from 2019, because funds tend not to release their annual reports for a given year until the second half of the following year, at the earliest. The scoreboard has 33 elements, which are equally weighted and translated into a percent of zero to 100. Each element is scored on a 0–1 scale, with partial scores in quarters for some elements.
