The Member States of the World Health Organization created World AIDS Day in 1988. World AIDS Day is celebrated on 1 December every year to raise awareness about HIV/AIDS and to demonstrate international solidarity in the face of the pandemic. The day is an opportunity for public and private partners to disseminate information about the status of the pandemic and to encourage progress in HIV/AIDS prevention, treatment and care around the world.
Every year on World AIDS Day, the WHO Regional Office for Europe together with the European Centre for Disease Prevention and Control publishes an annual report on HIV/AIDS surveillance in Europe including the number of HIV and AIDS cases in all 53 member states. HIV infections in Europe continue to increase. In 2013, more than 136 000 new HIV cases were diagnosed across Europe and Central Asia, according to the most recent data published today ECDC and the WHO Regional Office for Europe. This represents an 80% increase compared to 2004, when almost 76 000 new cases were diagnosed. While reported AIDS cases showed a steady decline of 48% in the EU/EEA in the past decade, the number of people newly diagnosed with AIDS increased more than three times in EECA. Europe’s HIV response falls short in curbing the epidemic: 80% more new HIV cases compared to 2004 "Europe has not managed to reach the 2015 Millennium Development Goal target to halt and reverse the spread of HIV/AIDS and time is running out. says Zsuzsanna Jakab, WHO Regional Director for Europe. While we are increasingly facing emerging health threats, this reminds us that we cannot afford dropping our guard on HIV/AIDS" The new WHO Consolidated guidelines on HIV prevention, diagnosis, treatment and care for key populations were released in July 2014. The guidelines outline steps for countries to reduce new HIV infections and increase access to HIV testing, treatment and care for five key populations. Ending AIDS in Europe: Increase testing and treatment; Reach Key Populations; Prevent new infections Eliminate mother to child transmission WHO is supporting National AIDS Center of the Ministry of Health in developing proposal to the next grant of the GFATM within the "Facilitating Country Dialog on preparedness of development of Concept Note".
