The order says:
On the basis of the Constitution of the Azerbaijan Republic, article 109, point 19, in order to apply Law No 303-IVQ "On state care for persons suffering from multiple sclerosis" adopted on 7 March 2012 of the Azerbaijan Republic, I order:
1. the Cabinet of Minister of the Azerbaijan Republic:
1.1 during three months:
1.1.1 to prepare proposals on the coordination of laws of the Azerbaijan Republic and acts of the President of the Azerbaijan Republic with Law "On state care for persons suffering from multiple sclerosis" of the Azerbaijan Republic and submit to the President of the Azerbaijan Republic;
1.1.2. the Cabinet of Minister of the Azerbaijan Republic to provide the coordination of normative legal acts to this Law and inform the President of the Azerbaijan Republic about it;
1.1.3. to prepare a draft of "the State Program on treatment, prevention and tackling measures of multiple sclerosis disease" and submit to the President of the Azerbaijan Republic;
1.1.4. to prepare draft legislative acts determining types of responsibilities for violating Law "On state care for persons suffering from multiple sclerosis" of the Azerbaijan Republic and submit to the President of the Azerbaijan Republic;
1.1.5. to define rules of financing the examination and treatment of persons suffering from multiple sclerosis in public health facilities as mentioned in article 5.1 of the Law in concordance with the President of the Azerbaijan Republic;
1.1.6 to define the volume and quality standards of the medical aid ought be offered to persons suffering from multiple sclerosis as mentioned in article 6.1 of the Law in concordance with the President of the Azerbaijan Republic;
1.1.7. to define the volume of the annual medical aid (including indispensable examinations) offered to persons suffering from multiple sclerosis as mentioned in articles 6.2 and 6.3 of the Law, the list and volume of injection and other medicines, as well as provision rules of these medicines and means, and inform the President of the Azerbaijan Republic about it;
1.1.8. to define the rules of provision of persons suffering from multiple sclerosis with sanatorium and spa treatment as mentioned in article 6.7 of the Law, and inform the President of the Azerbaijan Republic about it;
1.2. the central executive bodies to supervise the coordination of normative legal acts with this Law, and inform the President of the Azerbaijan Republic about its implementation during five months;
1.3 to settle other issues concerning this Law.
2. the Justice Ministry of the Azerbaijan Republic to provide the central executive bodies with the coordination of normative legal acts and acts or normative character with Law "On state care for persons suffering from multiple sclerosis" of the Azerbaijan Republic" and inform the Cabinet of Ministers of the Azerbaijan Republic about it.
3. to define that:
3.1. the authorities of "relevant executive bodies" as mentioned in articles 5.1, 6.1, 6.2, 6.3, 6.7, and 7.0.2 of Law "On state care for persons suffering from multiple sclerosis" of the Azerbaijan Republic" are implemented by the Cabinet of Ministers of the Azerbaijan Republic;
3.2. the authorities of "relevant executive bodies" as mentioned in articles 4.1 and 6.4 of this Law are implemented by the Health Ministry of the Azerbaijan Republic;
3.3. the authorities of "relevant executive bodies" as mentioned in article 6.6 of this Law are implemented by the Health Ministry of the Azerbaijan Republic and Education Ministry of the Azerbaijan Republic.
