Azerbaijan's parliament to debate raising age for marriage
The Milli Majlis will debate proposals to make it a crime to force women into marriage and to increase to 18 the minimum age at which girls can marry.

The proposals are contained in a bill on amendments to Azerbaijan's Family Code, debated in a joint meeting of the parliamentary committees for legal policy and state-building and for social policy.

The committees recommended submission of the bill to a plenary session of parliament.

The amendment on forced marriage sets penalties of two years' imprisonment or a fine of AZN 2,000-3,000 ($2,500-$3,800) for forcing adult women into marriage. If minors are forced into marriage, the penalty could rise to four years' imprisonment or AZN 4,000 ($5,000).

Another amendment proposes increasing from 17 to 18 the minimum age requirement at which girls can marry.

However, the age requirement can be reduced to 17 when necessary and with the permission of the local executive authorities.

The Family Code at present sets the minimum age requirement for marriage at 18 for men and 17 for women.

Individual MPs have been talking about the need to change the Family Code for over 18 months.
