Elmar Mammadyarov said: 'Khojaly airport can only be used if Armenians withdraw from occupied lands'
The operation of flights by the Armenian party over the occupied lands of Azerbaijan from the airport in Khojaly is illegal and contrary to norms of international law.
The statement came from Azerbaijani Foreign Minister Elmar Mammadyarov at a joint news conference with the Foreign Minister of Norway Espen Bart Eyde.
"In general, the airport does not create a big problem. The Khojaly airport can be used for humanitarian goals but all these issues must be regulated within the framework of a big plan. If the Armenian side agrees to withdraw its troops from the occupied Azerbaijani lands and if the issue of the airport operation is part of a bigger peace agreement, this does not represent a problem", he said.
However, according to the Foreign Minister of Azerbaijan, the main problem is that ‘as we have repeatedly noted, if the Armenian troops remain in the occupied lands of Azerbaijan, this is illegal and contrary to the international norms and Chicago convention.
"If the Armenian side wants to operate this airport, it has to withdraw its troops from the occupied lands of Azerbaijan", Mammadyarov said.
In turn, the Norwegian FM also said that the operation of flights over the occupied lands of Azerbaijan is illegal.
"We do not agree with Armenia’s position in this issue. The flights over occupied lands are impossible. This issue must be viewed as part of the Minsk Group. The parties must not resort to provocative steps", Eyde said.
