State Duma Speaker Sergey Naryshkin said that Russia is against the resolution of the Nagorno Karabakh issue, "according to the recipes from the outside" and is ready to become a guarantor of the settlement of the conflict.
"We are against trying to solve the problem on the recipes from the outside. We are aware that the primary, sole responsibility for solving this problem lies on the citizens, the people of Azerbaijan and Armenia", said Sergey Naryshkin, speaking in Baku before the students and professors of the Baku Slavic University.
The speaker said Russia is firmly convinced that the problem can be solved only in the case of satisfying the interests of both parties.
"And in case a compromise solution is found, Russia is prepared to act as a guarantor of the settlement," the Chairman of the State Duma said.
According to him, Russia's position on this conflict has not changed - we advocate that the settlement must take place in a peaceful environment and stability in the Caucasus must be secured.
The Speaker said that Russia co-chairs the Minsk Group which mediates the Nagorno-Karabakh conflict. The speaker recalled that Dmitriy Medvedev, as the president of the Russian Federation, held 10 bilateral meetings on the settlement of the conflict. "The meetings were useful - they increasingly allowed to specify the positions of the parties to the smallest nuances and made it possible to understand the directions to seek a compromise."
At the same time Sergey Naryshkin expressed regret that in recent years there have been violations of the ceasefire in the conflict zone. "We have always firmly stated our position that the mode and conditions of use of force and threat (of force) must be one of the highlights of the settlement of this conflict", he said.
The speaker said he is optimistic: "I believe in the solution of this complicated issue."
