Azerbaijan aims to become a developed country, President Aliyev has told the opening plenary session of the Euronest Parliamentary Assembly in Baku.
"The European Union is the best example of economic and legal cooperation," the president told the assembly, according to the European Parliament's Twitter service.
He went on to say that "Azerbaijan is a reliable energy partner for Europe".
The Euronest Parliamentary Assembly, which is holding its second ever session in Baku, brings together members of the European Parliament and MPs from countries in the EU's Eastern Partnership.
The assembly aims to create the right conditions to speed up convergence between the European Union and its Eastern European partners.
After the address by President Ilham Aliyev, the assembly heard a video message from Martin Schulz, president of the European Parliament.
Stressing the importance of cooperation, Martin Schulz said that "the EU and its eastern partners need to strengthen common interests".
He said that goals should be set on protecting the environment and strengthening freedom.
