President Juan Manuel Santos arrived in Salgar on Monday to oversee the coordination of rescue operations after the Liboriana River breached its banks and killed 57 people and left 120 missing.
Having flown over the affected area located approximately 100 kilometers (63 miles) southwest of the departmental capital of Medellin, Santos moved quickly to declare the region a "disaster zone".
