A Training on “Standards of ethics and professional conduct for customs and healthcare employees” held at the Medical Service Department
On May 5, 2026, a training session on “Standards of Ethics and Professional Conduct for Customs and Healthcare Employees” was held at the Medical Service Department of the State Customs Committee. The training was conducted with the aim of ensuring the implementation and promotion of the “Code of Ethical Conduct for Officials of the Customs Authorities of the Republic of Azerbaijan.” The event was attended by the management of the Medical Service Department and the Central Customs Hospital, heads of departments, doctors, residents, nurses, and other staff members.
The training opened with a welcome speech by Shahlar Mirgasim, Deputy Head of the Medical Service Department of the State Customs Committee. He emphasized that ethical conduct holds strategic importance in public service as well as in the healthcare sector, and noted that, alongside professional knowledge and skills, adherence to ethical principles at a high level directly impacts the quality of medical services provided.
Deputy Head Shahlar Mirgasim highlighted that, in communication with patients, the principles of respect, sensitivity, transparency, and confidentiality are among the key requirements of a modern healthcare system. According to him, every healthcare professional must be guided by the principles of humanism, fairness, and responsibility, and should demonstrate special sensitivity toward the rights and interests of patients.
It was also noted that ensuring patient satisfaction depends not only on the technical level of medical services, but is also closely linked to the ethical behavior of staff, their communication skills, and service culture. In this context, adherence to ethical standards is one of the key factors in strengthening public trust in healthcare institutions.
In his speech, Shahlar Mirgasim added that the implementation of ethical conduct standards in public institutions is not only a matter of individual responsibility but also an integral part of institutional culture. Therefore, organizing such trainings is of great importance for enhancing employees’ ethical knowledge, developing appropriate behavior models, and overall improving the quality of healthcare services.
The training continued with presentations by Rena Huseynova, Head of the Legal Department of the Medical Service Department, on “Ethical Conduct Rules for Customs Employees”; Elmira Akhundova, Inspector of the Administrative Management Organization Department, on “Administrative Oversight of Compliance with Ethical Standards”; and Shahla Mirzazade, Scientific and Practical Training Specialist, on “Medical Ethics and Deontology.”
The session proceeded with interactive discussions, during which participants’ questions were addressed and views were exchanged based on real-life situations.
It should be noted that organizing such trainings contributes to the development of the professional human resources potential of the Medical Service Department, the improvement of ethical conduct standards, and the enhancement of the quality of medical services provided.
