Azerbaijani Parliament Speaker gives speech at 46th AIPA General Assembly in Malaysia

Sahiba Gafarova, Speaker of the Azerbaijani Parliament, delivered remarks at the opening session of the 46th General Assembly of the ASEAN Inter-Parliamentary Assembly (AIPA) in Kuala Lumpur, Malaysia, the parliament's press service reported to SİA.

The gathering brought together Malaysian Prime Minister Dato’ Seri Anwar Ibrahim, along with leaders and representatives from member and observer parliaments. Speakers emphasized AIPA’s vital role in enhancing parliamentary diplomacy, fostering international cooperation, and tackling global challenges.

In her address, Gafarova underscored the growing influence of parliamentary diplomacy, describing AIPA as a platform that facilitates collaboration among parliaments and generates new opportunities for closer cooperation. She stressed that the assembly plays a crucial role in promoting dialogue and mutual understanding not only among its members but also across different regions worldwide.

Gafarova noted that Azerbaijan has participated in AIPA as an observer since 2022, demonstrating the country’s commitment to strengthening ties with Southeast Asian nations. She emphasized that the Azerbaijani Parliament actively develops both bilateral and multilateral relations with AIPA and its member states.

The speaker also highlighted the March 2023 Memorandum of Cooperation between AIPA and the Parliamentary Network of the Non-Aligned Movement (NAM), established on the initiative of President Ilham Aliyev and currently chaired by the Azerbaijani Parliament. She described the agreement as a step toward reinforcing institutional collaboration and advancing shared objectives.

Addressing the assembly’s focus on inclusive growth and sustainability, Gafarova noted that parliaments, through legislative, budgetary, and oversight roles, are central to implementing these priorities. She pointed out that inclusive development and sustainability are core elements of Azerbaijan’s strategic vision, aligned with the United Nations 2030 Agenda for Sustainable Development.

Gafarova also shared details of Azerbaijan’s extensive reconstruction projects in the liberated territories of Karabakh and East Zangazur. She said that restoring these regions forms a key part of the government’s inclusive and sustainable development strategy and recalled that these areas were under occupation for three decades before being liberated in 2020. The large-scale rebuilding has already enabled the resettlement of more than fifty thousand people, reintegrating them into the country’s social and economic life.
