13th session of CICA Think Tank Forum wraps up in Baku

The closing ceremony of the 13th session of the Think Tank Forum of the Conference on Interaction and Confidence-Building Measures in Asia (CICA), titled “Resonance of Development and Security: Regional Cooperation and Governance in CICA’s Institutional Transformation,” was held in Baku, Azerbaijan, SİA reports.

Farid Shafiyev, Chairman of the Board of the Center for Analysis of International Relations, noted that the forum serves not only as a platform for discussion but also as a crucial venue bringing together experts, diplomats, and youth from across the region.

He emphasized Azerbaijan’s commitment to its CICA chairmanship for 2024-2026, pointing to President Ilham Aliyev’s address to participants as a clear demonstration of the country’s support and recognition of CICA’s work. “During these sessions, we engaged in highly intellectual, deep, and productive discussions. Many innovative ideas were presented, which I believe will significantly contribute to CICA’s future activities,” Shafiyev said.

Following the official closing, Shafiyev highlighted an additional event involving young university students. “Their participation is vital, as youth represent both the organization’s future and a source of fresh perspectives for regional development. I am confident that the outcomes here will lead to practical collaborations, joint projects, and lasting partnerships, an important step for both our organization and the region,” he added.

CICA Secretary-General Kairat Sarybay noted that holding the session in historic Baku, alongside the Formula 1 event, added new regional perspectives. He stressed the importance of fundamental security and underscored the platform’s role in addressing regional challenges, sustainable development, and economic issues. Saribay also highlighted the need to continue shaping a shared agenda and maintain collaboration based on mutual respect.

Chen Dongxiao, President of the Shanghai Institute for International Studies, said President Aliyev’s address underscored the session’s significance. “Through the forum, we made important contributions to strengthening relations and cooperation among our peoples. What seemed impossible has been realized here,” he said. Chen emphasized two key points: the necessity to continue important CICA projects across a broad spectrum, from finance to climate, technology, and people-to-people ties, and the need for more inclusive and innovative approaches to adapt to the rapidly changing geopolitical and technological environment.

He added that the forum addressed these complexities, proposing new approaches and concrete ideas. “We must further strengthen this platform and continue our cooperation openly. This forum is crucial not only for CICA but also for the future of the entire region,” Chen said.

The two-day session, organized jointly by the Center for Analysis of International Relations and the Shanghai Institute for International Studies, focused on new approaches to security governance in Asia, green and digital transformation in supply chains, strengthening Eurasian transport corridors, and enhancing CICA’s institutional and transformational potential.
