A delegation led by Deputy Minister of Digital Development and Transport, Elmin Mammadov, met in Bern with International Civil Aviation Organization (ICAO) Secretary General, Juan Carlos Salazar, and ICAO’s Regional Director for Europe and North Atlantic, Nicolas Rallo, SİA reports citing the ministry.
Secretary General Salazar praised Azerbaijan as an active ICAO member in the region and noted the country’s successful implementation of several key projects. He reaffirmed ICAO’s ongoing support for Azerbaijan and emphasized the importance of advancing the development of the nation’s civil aviation sector. Salazar highlighted the need for a Civil Aviation Master Plan, explaining that such plans are already effectively used by leading aviation countries as a critical tool for systematic growth planning and coordination.
Deputy Minister Mammadov stressed that this structured approach is vital for further development of Azerbaijan’s aviation sector. He noted that the government, civil aviation authorities, and aviation industry will work closely under ICAO’s guidance to prepare and implement the plan effectively.
The Azerbaijani delegation was also briefed on ICAO’s Strategic Plan and transformation goals for 2026–2050, which have already begun to be implemented, with concrete steps to meet member states’ expectations. The evolving role of ICAO was emphasized, highlighting its shift from solely setting international aviation standards to actively supporting member states’ specific needs.
During the meeting, the delegation conveyed an official invitation from Minister Rashad Nabiyev to Secretary General Salazar. The visit is expected to further high-level cooperation between ICAO and Azerbaijan and showcase ongoing aviation projects to the international organization.
The parties also discussed the possibility of holding an international ICAO event in Azerbaijan in 2026 or 2027. Joint projects between ICAO and the State Civil Aviation Agency, under the Ministry of Digital Development and Transport, including cooperation in training programs for aviation specialists, were highlighted. The importance of developing personnel in flight safety, aviation security, and environmental protection, and aligning Azerbaijani specialists with ICAO requirements, was also noted.
The Azerbaijani delegation provided an update on the Alat Green Airport project, emphasizing its innovative approach to sustainable airport development and compliance with international environmental standards. The project is designed to support ICAO cooperation in achieving national and global sustainability goals.
Special attention was given to the December 25, 2024, accident involving an Azerbaijan Airlines Embraer 190 aircraft. Baku expressed gratitude for ICAO’s continued support in the investigation conducted by Kazakhstan and highlighted the importance of conducting forensic examinations through specialized and experienced expert bodies. ICAO reaffirmed that thorough and impartial investigations are a key requirement under Annex 13 of the Chicago Convention and confirmed its commitment to supporting member states in maintaining global aviation safety standards.
As a result, both sides agreed to expand cooperation between ICAO, the State Civil Aviation Agency, and Azerbaijan’s aviation industry across multiple areas. The Azerbaijani side reaffirmed its support for ICAO’s policies on implementing global standards in flight safety, aviation security, and environmental protection.
