Ministerial meeting to be held on first day of WUF13

A ministerial-level meeting dedicated to the New Urban Agenda will be organized as a new initiative on the first day of the 13th session of the World Urban Forum (WUF13), which will take place in Baku on May 17–22.

The WUF13 Operating Company told SİA that the meeting marks the midterm review of the 20-year implementation period of the New Urban Agenda and will provide an opportunity to assess progress, identify existing challenges, and shape the next implementation phase.

Held on May 17 under the chairmanship of Azerbaijan, the meeting will bring together government representatives to review progress in implementing the New Urban Agenda and discuss priorities for the next phase through 2036. In line with the WUF13 theme, "Housing for All: Safe and Sustainable Cities and Communities," particular emphasis will be placed on housing as a key driver of inclusive and sustainable urban development.

Global assessment and new policy momentum

The ministerial meeting will provide countries with a platform to exchange experience, identify gaps, and strengthen commitments to the New Urban Agenda. It will also contribute to building political momentum ahead of the high-level review scheduled for 2026 at the UN General Assembly.

Participants will discuss housing as a key driver across three main dimensions-social inclusion and poverty reduction, economic prosperity and opportunities, and environmental sustainability and climate resilience-while reviewing achievements, national approaches, and priorities for the next phase.

High-level dialogue and thematic panels

The event will begin with a high-level dialogue organized with the participation of the Government of Azerbaijan, the UN Human Settlements Programme (UN-Habitat), and UN representatives. This will be followed by ministerial statements reflecting national achievements and priority directions of member states.

In the afternoon, three thematic panels will be held on the following topics:

Housing for social inclusion and poverty eradication;

Housing for urban prosperity and opportunities for all;

Housing for environmentally sustainable and climate-resilient urban development.

These sessions will bring together governments, UN agencies, civil society, and local authorities to exchange practical approaches and solutions.

The meeting will conclude with the adoption of a "Chair's Summary" document, which-alongside key recommendations-will contribute to global reporting processes and the final WUF13 outcomes, including the "Baku Call to Action."

As part of the broader WUF13 programme, the ministerial meeting will reinforce the forum's role as a global platform for dialogue, partnership, and action by aligning public policy with local implementation to accelerate sustainable urban development.
