The ship with 30 passengers and more than 20 crew members was split in two due to Typhoon Chaba affecting Hong Kong.
Hong Kong government planes and helicopters were sent to rescue crew members from the ship, according to a statement released by officials.
Three people were rescued from the ship; the fate of the rest of the crew is unknown.
According to the foreign press, search and rescue operations for dozens of missing people are ongoing, SIA reports.
