Christopher Anders, federal policy director for the American Civil Liberties Union, said the proposed law was so unconstitutional that a Russian citizen could easily challenge and win it in a US court.
It also should be noted that, this bill was supported by Democrat Tom Malinowski and Republican Joseph Wilson. They suggested that the administration of US President Joseph Biden be given the right to confiscate the property of Russian businessmen on the sanctions list and transfer the proceeds from the sale of assets to Ukraine for assistance.
