Azerbaijan's Ombudsperson, Sabina Aliyeva, has released a statement marking the fifth anniversary of the outbreak of the Patriotic War, SİA informs.
The document recalls that on September 27, 2020, Armenia's armed forces launched large-scale military operations, shelling densely populated areas of Azerbaijan.
Aliyeva stressed that Azerbaijan, acting in accordance with Article 51 of the UN Charter, responded with a counteroffensive that restored the country's territorial integrity.
"During the war, Armenia shelled cities and villages, grossly violating international humanitarian law. Around 100 civilians were killed, more than 450 were injured, and thousands of civilian infrastructure facilities were destroyed," the statement noted.
It further recalled that in September 2023, local anti-terror measures were carried out to neutralize the threat posed by illegal armed groups and to protect the rights and freedoms of citizens in Karabakh, after which Azerbaijan's state sovereignty was fully restored.
The Ombudsperson highlighted the importance of ensuring the safe return of former internally displaced persons to their native towns and villages, accelerating demining efforts, and holding accountable those responsible for war crimes. Aliyeva also underscored the need for active support from international organizations in safeguarding human rights and establishing lasting peace in the region.
The statement has been submitted to the UN Secretary-General, the UN Security Council, other UN bodies, the European Union, the Council of Europe, the OSCE, and several other international organizations.
