In 2023, they plan to allocate 321.4 billion rubles from the Russian federal budget for pensions to residents of Ukrainian regions occupied by Russia.
This follows from the draft law that the Government of Russia proposed to the State Duma for consideration, SIA refers to Russian media.
According to the estimates of the Russian government, more than 1.7 million pensioners live on the territory of the occupied Donetsk, Luhansk, Zaporozhye and Kherson regions, of which more than 1.6 million claim a Russian insurance pension. Thus, in 2023, they will receive an average of 15.9 thousand rubles a month.
According to the draft law, it will be possible to retire in the occupied regions in accordance with the legislation in force there “as of December 31, 2022”. Until 2026, there will be a “transitional period” in the occupied territories, during which they will be “integrated”, including into the legal system of Russia.
The minimum retirement age is 60 years for men and women, according to the legislation of the self-proclaimed DPR and LPR, it is 60 years for men and 55 years for women.
Residents of the occupied territories will be able to use these rules until 2033. The retirement age in Russia will be higher by 2028: 65 years for men and 60 years for women.
As of January 1, 2022, about 42 million pensioners lived in Russia. Due to the pension reform and the COVID-19 pandemic, the number of pensioners in Russia has decreased by 1.8 million since 2019.
