Inter-Departmental Center Working Group on Urban Planning issues holds meeting in Aghdam city
A meeting of the Working Group on Urban Planning issues of the Inter-Departmental Center, which operates under the Coordination Headquarters, was held at the Conference Center in Agdam city for the centralized resolution of issues in the liberated territories of the Republic of Azerbaijan.
SIA reports that the special representative of the President of Azerbaijan Emin Huseynov, Deputy Head of the Department of Foreign Affairs of the Presidential Administration Nusrat Suleymanov, First Deputy Chairman of the Urban Development and Architecture Committee Namig Hummetov, representatives of "Azerishiq", "Azersu", "Melioration and Water Management", ANAMA, Reconstruction, Construction and Management Service in Karabakh Economic Region and other institutions participated at the event.
The construction works carried out in Agdam, including the construction projects of the first villages of the region to be restored, demining, the works done in the direction of designing the internal road and street network of Agdam city, the work to be done on the electric power, water supply, and situation regarding the infrastructure facilities of the residential areas to be restored was discussed at the meeting.
The head of the working group, the first deputy chairman of the Urban Planning and Architecture Committee Namig Hummetov said that the "The 1st State Program on the Great Return to the territories freed from occupation of the Republic of Azerbaijan" was approved by the Decree of President Ilham Aliyev dated November 16, 2022.
"In the Action Plan for the implementation of the State Program, specific goals and requirements have been set for each settlement. All institutions represented in the working group should be mobilized for the implementation of the planned works," Hummetov stated.
"Territorial planning works have already been completed in Aghdam city and villages. The construction projects are also in the final stage and the construction of the villages will be started," he added.
Emin Huseynov, special representative of the President in the liberated territories included in the Karabakh economic region (except Shusha region), speaking at the meeting, spoke about the work done within the framework of the "The 1st State Program on the Great Return to the territories liberated from occupation of the Republic of Azerbaijan" and the planned projects. He said that the first stage of construction works in Talish village of Tartar region is about to be completed, this work will be completed by the end of February and the area will be ready for the relocation of 20 families. A total of 15 thousand 999 individual houses and apartments are planned to be built in 2024-2026, 9690 in Agdam district, 5634 in Fuzuli district, 368 in Tarter district, and 307 in Khojavand district.
Nusrat Süleymanov, Deputy Head of the Department of Foreign Policy Affairs of the Presidential Administration, spoke about the activities of the Coordination Staff over the past two years and the upcoming tasks. He said that in 2023, the scale and dynamics of the construction works carried out in the territories freed from occupation will increase even more.
"From this point of view, in order to ensure practicality, meetings of working groups should be held in territories freed from occupation. Issues should be discussed on the spot, inspections of relevant areas and projects should be conducted. Working groups should have a special role in the implementation of the 'The 1st State Program on the Great Return to the territories freed from occupation of the Republic of Azerbaijan'," the Deputy Head stated.
Evsat Hamidov, the executive director of the public legal entity Rehabilitation, Construction and Management Service in the Karabakh Economic Region, informed about the construction works carried out in Aghdam city. He noted that important work has been done in the field of demining and basic infrastructure construction. Projects in the direction of construction of roads and railways, power lines are being finalized. Work is being done in the direction of building socio-economic infrastructure. Aghdam school No. 1, as well as historical and cultural monuments, are being restored. Important steps are also being taken in the direction of development of concept solutions of inner-city residential areas and development of working projects. It is planned to start the construction of a number of residential neighborhoods from the middle of this year. As indicated in the State Program, by the end of 2026, the goal is to ensure the return of people not only to the city of Aghdam, but also to the surrounding villages. It is planned to relocate 42 thousand people to Aghdam city and surrounding villages.
It was brought to attention that the working project-estimate documents for the 1st and 2nd stages of Kangarli, Sarjali and Khidirli villages were prepared and submitted for expert examination. In Eyvazkhanbeyli village of Aghdam region, the concept of Horse Breeding and Breeding Center has been approved.
It was decided to start the design and construction works of Aghdam city from the historical center that forms the city center. Juma Mosque, Occupation Museum, Pavilion, Flag Square and Panahali Khan's building belong to this part. It is planned to build 1,139 apartments and relocate 4,977 people in the first residential neighborhood of Aghdam. 1261 apartments will be built in the second residential neighborhood and 5510 people will be relocated. Contracts for the preparation of working projects for both phases have been signed.
The third and fourth residential quarters will be located on the left side of the Victory Museum and the open-air Museum of Occupation. 1239 apartments will be built in the third residential area and 5327 residents will be relocated. In the fourth residential area, 892 apartments will be built and 3835 people will be relocated. 1034 apartments will be built in the fifth residential neighborhood to be built in the north of the city and will be available to 4446 residents.
Construction of the Forest Park with an area of 300 hectares and the Central Park of Aghdam is one of the priority goals in order to ensure the social life of the population in Aghdam. A competition for a concept solution has already been announced for this purpose.
Works are also ongoing in the direction of the city's infrastructure. The projects of 59 kilometers of intra-city roads and relevant communication lines have been prepared and submitted to expertise. In connection with the announcement of the "green energy" zone of the Karabakh Economic Region. It was decided to create a central heating system in the city of Aghdam. According to the Master Plan of Agdam city, works have been started in the direction of designing the administrative area.
The meeting discussed the design of the internal road-street network of Agdam city, electricity, water supply, construction projects of the first villages to be restored in the region, reconstruction of the Tartarchay right bank canal and other issues.
Then the participants of the event inspected residential buildings and school No. 1 under construction in Agdam city.
