Azerbaijan's Foreign Ministry releases statement about the decision of International Court of Justice

On October 12, 2022, the International Court of Justice declared that the new circumstances presented by Armenia on September 16, 2022 were not sufficient to change the measures specified in the decision dated December 7, 2021, and rejected the petition against Azerbaijan.

This decision is in line with Azerbaijan's international and national obligations to treat every detained Armenian in full accordance with the Court's previous decision, as well as to treat detained persons humanely and without discrimination.

However, as announced by the General Prosecutor's Office of the Republic of Azerbaijan on September 17 and October 2, 2022, a detailed investigation is currently being conducted regarding the video images that are being circulated anonymously on social networks and are alleged to be illegal actions of the Azerbaijani military. Criminal cases were opened in relation to some video images that were circulated and confirmed in the previous period, and the guilty persons were brought to justice.

On the contrary, due to the numerous war crimes and other illegal acts committed by Armenia against the Azerbaijani soldiers and civilians, including the placement of more than 1400 new mines in Azerbaijan after the signing of the tripartite declaration, as well as the densely populated areas such as Ganja, whose second anniversary is being celebrated these days has taken no steps to bring to justice those responsible for the brutal rocket attacks on the cities during the 44-day war.

Both Azerbaijan and international observers, including the special rapporteur of the Council of Europe and the special representative of the EU for the South Caucasus, have repeatedly called to investigate the video images that indicate the commission of war crimes by the military personnel of Armenia and which are widely distributed on social networks, and to bring the guilty persons to justice. The international community should hold Armenia accountable for these actions.

Azerbaijan remains committed to the ongoing peace process and negotiations, as well as to the protection of the rights of all people within the framework of international law.
