Azerbaijan detained nearly 5,000 foreigners living illegally in 1H2026

The State Migration Service (SMS) has reported that 9,757 administrative decisions were issued in Azerbaijan during the first six months of 2026 concerning foreigners and stateless persons who violated rules on residence, employment, and other migration regulations.

According to Report, citing the SMS, 4,852 individuals were detained during operations against illegal migration. Authorities found that they were residing without valid documents, engaging in activities inconsistent with their declared purpose of entry, working illegally, or not living at their registered addresses.

Of those penalized, 850 foreigners were expelled from Azerbaijan under administrative procedures, with their re‑entry restricted for a legally defined period. Others were either legalized to remain in the country or facilitated to leave voluntarily.

The SMS also uncovered four cases of organized illegal migration. Investigations revealed attempts to bring foreigners into Azerbaijan for various purposes and then provide them with fraudulent permits for work or temporary residence. Evidence collected in these cases has been forwarded to law enforcement agencies for legal assessment.
