Global Terrorism Index 2025 confirms Azerbaijan as one of safest countries
The Institute for Economics & Peace released the twelfth edition of the Global Terrorism Index 2025 (GTI), SİA informs.
The countries with the highest terrorist activity and terrorist threat on their territory are: 1. Burkina Faso (8.581), 2. Pakistan (8.374), 3. Syria (8.00).
In the ranking, Israel (7.463) is 8th, Russia (6.267) is 16th, Iran (6.056) is 18th, Türkiye (3.968) is 32nd, the US (3.517) is 34th, France (2.712) is 40th, Netherlands (1.402) is 60th, Norway (1.198) is 66th, Finland and Japan (0.949) are 72nd, Denmark and Armenia (0.72) are 79th, Austria and South Korea (0.582) are 82nd, Latvia and Lithuania (0.423) are 86th.
The Institute for Economics & Peace utilizes artificial intelligence and machine learning technologies, where necessary, to analyze and process data within the Global Terrorism Index. The GTI uses Dragonfly’s TerrorismTracker database, which contains detailed and structured event records of every terrorist incident reported in open sources since January 2007. Dragonfly is a leading risk intelligence and data company that specialises in global security, geopolitics, crises and instability.
Azerbaijan has risen one rank in the terrorism threat ranking with an index of 0.233 compared to 2024 (89), and has ranked 90th in 2025, earning a very good ranking as one of the safest countries in the world in terms of terrorism on a possible rating scale of 1 to 100.
Such a level of security in Azerbaijan has been achieved in the context of all kinds of terrorist and sabotage attacks, from destructive plans of destructive forces on religious, ethnic and other grounds to attempts to create shelters in the forests.
As can be seen from the reports of international organizations, despite being in a rather sensitive and complex geopolitical space, Azerbaijan has achieved a high internal security rating in the world in recent years, thanks to the development, peace and security established as a result of successful state policy, including the effective work carried out by security agencies in the field of combating terrorism.
