AzRC expresses readiness to deliver essential humanitarian aid through Aghdam-Khankandi route to Azerbaijani citizens of Armenian origin

Azerbaijan Red Crescent Society (AzRC) issued a statement, SİA informs.

"The Azerbaijan Red Crescent Society (AzRC) has been as an integral part of the International Red Cross and Red Crescent Movement for more than 100 years since 1920, guided by the 7 fundamental principles of the International Movement, especially the principles of "neutrality", "impartiality", and "unity". , both in times of peace and in the conditions of military conflicts, and at the same time during emergency situations, regardless of religious beliefs, nationality, race, political views, provides necessary humanitarian aid to the war victims, internally displaced persons and refugees, mine victims and other vulnerable individuals without discrimination.

"During the First and Second Karabakh Wars, as well as throughout the COVID-19 pandemic, AzRC provided relevant humanitarian assistance to the affected victims within the framework of close cooperation with the International Committee of the Red Cross and the International Federation of Red Cross and Red Crescent Societies. During their 30-year activities, both international organizations have successfully implemented a wide range of diverse projects in the humanitarian field within the republic. However, in recent times, there have been unpleasant incidents that are not align with the mission of the International Committee of the Red Cross. Specifically, instances of misuse have been observed in the activities of the International Committee of the Red Cross that provided humanitarian aid from the territory of the Republic of Armenia to Khankandi. Such instances of misuse are regrettable and concerning to us.

"Recently, the events unfolding around the Lachin corridor under the name of a "humanitarian crisis," where Russian peacekeepers have temporarily stationed themselves in the Nagorno-Karabakh Economic Region, involving Azerbaijani citizens of Armenian origin who reside in the area, have caused a profound sense of astonishment for us due to their questionable nature and lack of reality.

"Taking all of these into consideration, the Azerbaijan Red Crescent Society declares in accordance with:

1. The Constitution of the Republic of Azerbaijan;

2. Articles 3.0.1, 3.0.8, and 3.0.9 of the Law of the Republic of Azerbaijan "On the Azerbaijan Red Crescent Society";

3. Articles 6, 9, and 15 of the Law of the Republic of Azerbaijan "On the Use and Protection of Red Cross and Red Crescent Emblems";

4. The Statute of the Azerbaijan Red Crescent Society;

5. The principle of "unity" within the International Movement;

6. In accordance with the Constitution of the International Federation,

"With the assistance of the Society's employees and volunteers, the Society is ready to deliver essential humanitarian aid through the Aghdam-Khankandi route, including food, medical supplies, medications, clothing, etc., to Azerbaijani citizens of Armenian origin. The Society takes on this mission in accordance with its mandate. This humanitarian mission aligns fully with both national legislations, the Geneva Conventions and their annexes, as well as the relevant amendments to the Seville Agreement of 1997, made in 2022. According to these amendments, a leading role in the implementation of humanitarian assistance during armed conflicts is entrusted to national societies.

"In order to carry out this humanitarian mission, the national society, the Azerbaijan Red Crescent Society, has fully mobilized all of its potential.

"This Statement has been adopted during the extensive meeting of the Management Board of the Azerbaijan Red Crescent Society on August 21, 2023," the statement reads.
