I have never seen a person arrested in Azerbaijan for being a believer, Chairman of the Caucasus Muslims Office Sheikhulislam Allahshukur Pashazade while responding to the question on the detention of believers in Azerbaijan.
He noted that there is no faithless person in Azerbaijan: “Therefore everyone must give a report on everything he does. If there is a punishment, it should be given by the state. If there is not, then it will not be applied. The state has rules. I have never seen a person arrested in Azerbaijan for being a believer. If a person does a mistake, he is arrested due to his mistake.”
