The Azerbaijan State Water Resources Agency (ADSEA) and the Asian Development Bank (ADB) have signed a Technical Assistance Agreement (TAS) under a public–private partnership (PPP) for the Hovsan Wastewater Treatment Plant, one of the country’s largest facilities, SİA reports.
The agreement was finalized during a meeting between ADSEA Chairman Zaur Mikayilov and ADB Country Director for Azerbaijan Sunniya Durrani-Jamal.
This TAS represents the second PPP project developed in Azerbaijan following the successful tendering of the desalination plant earlier this year. During the meeting, opportunities for cooperation in public–private partnerships in Azerbaijan were discussed, and potential technical assistance projects with ADB were presented.
Notably, President Ilham Aliyev issued a decree on December 25, 2023, to implement a pilot project for the treatment and reuse of wastewater discharged from the Hovsan aeration facility into the Caspian Sea. Plans are underway to expand the capacity of the Hovsan aeration plant’s water treatment units to 200,000 cubic meters in the future.
